Help!! Can't get KR7A-RAID to power up!

I got my motherboard today from Newegg.com, but I can't get any response from the board. I know that the power supply is working because the little yellow LED is lighting up, but the other two LED's won't (one lights by pressing the power button, the other by pressing reset). Is there any way to bypass the power-on header on the MB to see if it is just the pins on the motherboard that are bad?
P.S.
I know that the power switch from the case works because I had a system in it before that powered on fine.

Do you have the fan plugged into fan header 1, it is required to boot or it will shut down.
Check your standoffs to see if it's shorting out.
What power supply, processor and ram are you using.

The CPU fan is plugged into header 1, but I'm not getting any response at all. It's not like its freezing or locking, I'm not getting any fans spinning, nothing. There is no electrical activity taking place on the board, except the one yellow LED is lit up.
Are there things that will cause you to get no activity besides just a DOA motherboard?
Just for general info, the power supply is a Powerman 300 watt (originally from an Inwin case), CPU is Athlon XP 1700, and the RAM is 2 sticks of Crucial 256 MB, but I only have one in right now.

I would bet it is the power supply, a 350 or 400w is recomended.
I have 3 different 3oow power supplies in my basement. They do not fire up on my KR7A Raid board, I only buy quality power supplies now. I run a 450w PC Power Cool Turbo Found here
A good power supply does make a great difference, especiallly when oc/ing
Is that 300w on AMD's approved list for a 1700

I have used the PSU before without any problems. It was in a Duron system, but with two CD's, three HDD's, multiple fans, ect. Right now all I have hooked up is the CPU fan, so I don't think it can be the PSU at fault here. The fan over the northbridge doesn't spin up, nothing. I know I'm getting some juice to the MB because the yellow LED is lit, signifying that there is at least power to the board. I RMA'd the first board, but tonight I got the new one, and I have the same problem. I made sure that it wasn't shorting on one of the studs under the board. I took it out and hooked ut up just sitting on the anti-static bag it came in, but that wasn't the issue either.
Any more ideas?
