Help, Balnk destop with cursor moving even in safe mode

I have this strange problem that I can not solve by myself (I search online extensively without finding a good answer. Your help would be appreciated

System: Dell PII with 96Mb and 6Gb and Win98

Symptom: After boot into window, msgsrv32 illegal error message. Try close the dialog box and get hanged. C-A-D to force close it. Then there is only a blank desktop with a cursor which responces to the movement of the mouse. No taskbar, icons or what so ever. Retry C-A-D and show no programes listed. Tried to boot into the safemode and get the exactly same problem. Tried to restore the reg files from command promp and did not help.

This is an older PC. The first thing to do is open up the case. Go thru and pull out each card and connector and reseat it. Don't just push to make sure it's tight! Pull them ALL THE WAY off and replace.. Since it won't even go into safe mode, there is 2 possiblities: hardware failure OR a virus
