Help! Bad business! What to do?

So I order a laptop from HP/Compaq from hpshopping.com.
Everything seems fine, order is placed, recieved confirmation, etc.

*wait about 2 weeks*
Hasn't shipped out yet. WTF? I know they have to assemble it, but c'mon. I call customer service to cancel... they won't let me. I try again a couple days later. Again, won't let me. I e-mail customer service, they won't let me cancel. Idiotic policy. (I have already been charged on my Credit Card.)

*wait a few more days*
Recieve an e-mail saying my order is delayed and that I could cancel if I want to. Call customer service, they won't let me cancel. WTF?!!! So I e-mail customer service... recieve e-mail back saying put in order to cancel. Okay fine.

*wait a few more days*
Order shipped! WTF?! No refund and order is shipped. They say I have refuse at the door if I want refund. I had it shipped to where I was staying at for the summer (friend's place), and I wasn't planning on staying that much longer. Whatever, I'll stay an extra week.

*wait about a week*
No laptop yet. WTF. Tracking number last gives me soemthing in Alaska. Nothing more. I go back home.

*wait a few more days*
Call customer service to ask where the fsck is my laptop. They don't know, they say they will have a manager call me.

*wait two days*
No one called. WTF. So I call back and get managers number. Gee, great he's not in right now. Left a voicemail. Several hours later, a few more phone calls, and still no one is in and no one has called me back.

I have been charged. I have no laptop. I have been unable to get in contact w/ a manager, and customer service can't/won't help me. I ordered 8/3 and it is now 9/5.

So how do I go about getting my refund NOW.

Explain please. Do I just call my CC company and tell them I never recieved the item?

What does hp/compaq do on their end?

Never had to deal w/ this stuff before.

uhuh, that's very bad business practice, gud luck in getting your laptop or money back.

One thing that I dont understand is why they won't let you cancel?

Your laptop was shipped overseas and is probably being held up by customs. I know mine was.

Blame the US Govt.

Edit: BTW, once your order is placed, it is sent to a factory in China where it is processed. There is no way for HP to cancel the order once it is sent to the factory. Refusing shipment is the only way you will get a refund.

Call your credit card company and dispute the charge.

Explain that you attempted to resolve the dispute with the merchant with no success.

The law requires the vendor to refund your money if the item has not (been received/shipped, I forget which) in 30 days.
