Help Appreciated - Resets while loading windows

Apparent hardware problems had this box sitting cold for a month.
Now I'm trying to get it up again.

The problem is that it resets while trying to load windows in safe mode
(I'm using basic bios settings)

I could try doing a "repair" on my Win XP installation.
or is this hardware... RAM? CPU?

I'd tend to suspect software. One easy way to test at least basic functionality is to try a dos or W9x boot disk. If you don't have one of those, download WDigital's disk diagnostic s/w and run a check on the hard disk. If that works, I'd suggest you reload XP - preferably as a clean install.
