Help a noob, what video card?

I just got a bare bones computer, have a basic card GT730 that I will return. If I were to spend in the $200 range and want a great picture for 4k TV as monitor, will be wanting to watch Ultra HD Blu-ray ( getting HDR TV with Dolby vision) but no major game play.
I want to get something that can handle games if needed but does not need to be the best.
I have an I7 6800k with MSI X99A RAIDER MB ( I chose the ASROCK X99 Extreme3) they put in the RAIDER, it costs more but not sure if it is better.
Thermaltake 750w PS

I try to buy the best value so I don't chase the upgrade bug

Is there generally any issues installing this grade of video card? I have done a basic computer build but that way many years ago so a little out of date on form factor or whatever I need to look for

My advice is don't buy any GPU, get a Xbox One S.

You see, there is no UHD disk playback software yet. And if we ever do get such software (I am doubtful) it will probably take the same path 4K Netflix did.

4K Netflix should work with new AMD and Nvidia cards, but it doesn't- it only works with Kaby Lake CPUs.

So any card you buy might never do what you want it to do. So I would pick the safe bet- the console that can play UHD discs today.

The HTPC is dead, and I say that as a guy who has built over three dozen of them the last 15 years.

For UHD Blu ray that does make sense and I might get one in the future not sure what else these do, I will have to get used to streaming content for 4K but I will need a good video card for regular computer stuff and Blu-ray player built in and if I ever want to play an average game or a video I download to computer.

I would just buy a gtx1050 for your computer , if there was a card that will play 4k Blue Ray and stream 4k netflix , that's your best bet. Low power, less heat,, cool and quiet and no power connector needed. and only $110 with a couple games

It won't handle 4k netflix though. That is only possible with the latest Kraby Lake due to the DRM.

You also get a single game, not couple with that purchase FYI.

He'll still need a blue ray player that will work (if ever), which will cost more money. There is currently none that work with 4k:

Kaby Lake is not the only Playready 3.0 device on the market. Nvidia's 1080 series cards are also playready 3.0 compatable and will be able to stream 4k. AMD also.

There are blue ray players out that play 4k.

I think the latest AMD and Nvidia cards will eventually be able to stream Netflix in 4K - it is just a matter of driver support (which is probably there already) and Netflix's certification process (which is probably where the hold up is).

So, if you were to buy one of those new cards, you would probably eventually be able to stream Netflix in 4k.

There are advantages to an Xbox One Slim though. For instance, I've noticed that a lot of streaming video providers do not have great support for Windows. Amazon, for instance. If you want to stream Amazon Prime Video on Windows, you can only do so through a browser, and you won't get 5.1 surround. If you have an Xbox One Slim, you can get 5.1 surround.

I think the Nvidia shield is the best 4k streaming box and is cheaper than the xbox.

So thats an extra $50 (for the next 2 days, then its an extra $250(??)) on top of having to purchase the video card and blu-ray player, for a hopefully chance at it all working well in the future?

The XB1 is the best bet for ease of use.

Nvidia shield doesn't have a blu-ray drive, so it doesn't meet half of what OP wants, not to mention it is out of stock everywhere (discontinued?)

Well he will purchase a new card and bluray player anyway....and you need
software for the hardware. Its the price you pay for wanting to be on the bleeding edge of technology. He has time, is there actually any 4k content out there?

Nvidia shield updated version will release early next month, that's why its out of
stock.

If it were me, i'd plan on just downloading the movie or stream it in 4k. I think they are going to prevent PC 's from playing 4k discs because of movie pirating. Sony wants you to buy a $400 4k player and hook it to your tv.

No he doesn't though. He will save money buy just buying an XB1:S which can do all of that already and it is cheaper. There is no "maybe it will work sometime in the future".

And again, the shield doesn't have a blu-ray player so he can't play the disks like he wants to.

The best option is a console because they don't have the restrictions. Its sad but its the best option for him.

Agreed with this. HTPC in the 4k and HDR world is way more trouble than its worth with all the DRM hoops you have to jump through.

Xbox One S is both the cheapest and most capable UHD BluRay player on the market, so i'd just go with that. Maybe in a year they will have sorted out HDR on HTPC.

My advice is to not buy anything until the whole mess is sorted out.

That is not UHD disk software. It can play UHD files without DRM, but that is useless really because the discs have DRM.

The truth is PC Blu Ray software was the entry point for Blu Ray piracy in the past, and Hollywood feels if they avoid the PC platform then maybe their DRM will hold up longer.

I wouldn't count on my PC properly playing a UHD disc without hacks or software that is illegal in the US for a couple of years if ever.

The Xbox S is a great player for discs and streaming. If someone wants to spend money today it is the answer.
