Heatsinks For Intel

What heatsink will help lower the temp on a 3.0 gig socket 478 cpu.
I'm using the stock cooler with artic silver and my idle temp is 38 to 40 c. I have an Amd
socket 754 Athlon 3200 and it is 34 to 35 c at idle. I'm aware of the fact that
the corecenter software keeps temps down on my Amd setup. Would an adjustable
speed fan be the answer. I have an Msi 865pe2-p motherboard. Is there
anything out there software wise that will allow me to adjust the heatsink fan
speed or do go with an aftermarket cooler.
One last thought: is this a mormal temp for this retail setup.

 
I would recommend going with a XP-90 and a good 92mm fan. You can always hook up the fan to a controller. My 3.2E oc'd to 3.9 runs at 36 idle and 45 at full load.
 
Zalman 7700cu or Thermalright XP-90 are both good choices. I used a thermalright SP-94 with my 2.8e socket 478 prescott, and temps were around 63c under full load @3.5ghz.
