heatsink question?

i have heard both, have the fan blowing onto the heatsink and other people say blowing away form the heatsink...which will be better results?
 
In all the cases I have heard and read about, even when the manufacturer says it should blow away from the heatsink, they always work best when air is being forced onto the heatsink.
