Heatsink fan dead?

I'm not to knowledgeable about PC cooling; maybe someone can help.
My old PC started making a labored whirring noise yesterday, & i'm guessing it was the heatsink fan.
I turned it off today, & decided to give the dust bunnies some compressed air.
Well, it didn't start when i attempted to restart. It sorta started the fan for like a second, then stopped.
Would my assumptions be correct that my fan is dead?

If this is the case, i'm wondering what heatsink i should get. I don't need anything uber high end, no overclocking, just a good reliable one.
I don't want to order online really, so likely i'd be getting the part from a local store (Canadian $$) www.a-computers.ca

The bottom two being the best.

Mm... if you don't mind noise go with the Volcano 11+ Xaser edition (don't forget to remove the fan grill which restricts airflow) --- if you can get good case temps and you can get the smartfan 2 to run at around 2000 rpm you will be happy with the noise level (mine's in a sonata and it's "ok" sound level) but if you have high temps (= fan has to spin faster) the noise is INFERNAL!
