So I'm looking for an health insurance plan for my mom and was wondering if there were any search engines (like kayak or travelocity). My parents were small business owners until earlier this year (sold the business and retired) and my dad is eligible for medicare but my mom isn't old enough yet.

yeah, insurance is state by state, so any web site has to take 50 different set of laws into account
 
Insurance is regulated by State.

You can use a site like esurance.com to post a request.
They will forward your info to providers/agents within your state that will hound you for 2-3 months.
