Any trained electrician agrees with you. It's one of the most basic lessons you learn.

Fuses protect wiring. Relays do not. Relays are merely switches. If the relay were to fail and short the switching power to the main power, you'd have a fire on your hands without a fuse.

Once again, FUSES protect wiring. Relays do not.

This particular relay takes the load that would be placed on the original headlight wiring/switch and places it on more appropriate wiring. In doing so it protects the orginal wiring/switch from the new operating amperage that, due to the headlight modification, now exceeds the wiring/switch's specs.

So yes, the relay DOES protect the OEM wiring. Does it protect it from all faults? No. But it protects it from the new operating current.
If you routed through the OEM wiring and used a fuse to protect it from the current exceeding its specs, the fuse would blow every time you turned the lights on, Einstein.
