When?

The Portland Rose Festival has events scheduled over the next couple of weeks. http://www.rosefestival.org/ Personally, I hate that kind of stuff, but you might be different. ;)

You might also like OMSI. http://www.omsi.edu/

And there's a pretty nice zoo. http://www.oregonzoo.org/

If it's not raining (happens on rare occassions!), you might be impressed by a drive up the Columbia River Gorge. http://www.crgva.org/ There are many stops for waterfalls and opportunities for short hikes. You can also visit the fish hatchery at Bonneville Dam. http://www.nwp.usace.army.mil/locations/bonneville.asp

There are lots of other optiosn you can google.

Apizza Scholl's for pizza lunch or Kenny & Zuke's if you'd prefer deli sandwiches and Pok Pok (Thai) for dinner.
Check out the Rose Garden, and since you're going on a Saturday the big farmer's market should be open. You can drive east of Portland for 30m or so and hit up Multnomah Falls for a quick hike.

FWIW, my kids LOVED the fish hatchery. Can't explain it, but they thought it was the best thing ever. There's some pretty cool stuff to see at the dam as well. Multnomah falls is along the way. Crown point as well.

OMSI was suggested above as well - your 8 year old would love it - a lot of hands on stuff.

Voodoo doughnuts is usually a big hit.

First, park the car at a Max Parking station, buy day passes for the family, and ride around using the Max and/or bus (kids will love it). Take the max to downtown for Voodoo donuts for Breakfast.

While downtown, check out the Saturday Market under the bridge.

Take the Max and/or bus to OMSI (submarine for sure if you go) or Zoo for entertainment. Max has a train that goes directly to the Zoo, and a max with a bus transfer, and a decent walk to Omsi.

Ride the new sky tram for pictures if near Omsi.

For Dinner, if you want something different, and the kids don't mind, go to Marrakesh for a Morrocan dinner and fun. Otherwise consider Brazil Grill, Old Town Pizza, or Flying Pie Pizza.

Could also check out Oaks Amusement Park or Bullwinkles in Wilsonville.
