While I loathe to defend an HOA, worthless scumbags, their policies and documents are made known well before you buy the home. This guy knew the rules and chose to blatantly ignore them. His 6'x3.5' sign needs to be removed or he can pay the fines. Now, if he wants to replace it with the allowed 2'x2', great. Its his yard and he's playing within the policies he agreed to.
