So I'm performing my first build and this dilemma has come up. I've read some people say that SSD doesn't make that much of a difference to the regular user and that it doesn't make up for the price difference just yet. Therefore, which setup is better:

- 1TB SATA-III 6.0Gb/s 7200RPM Hard Drive + 120 GB Samsung EVO SSD = $130

- 2TB Seagate Hybrid Gen3 SATA-III 6.0Gb/s 5400RPM SSHD = $96

- 4TB (4TBx1) SATA-III 6.0Gb/s 64MB 5900RPM HDD = $146

- 250 GB Samsung EVO SSD = $109

- 1TB 10,000RPM SATA-III 6.0Gb/s 64MB = $240

- 500 GB Samsung 850 EVO SSD = $192

Let's call the rest of the build: i7 4790k, gtx 960, asus z97, 8gb dd3. So most of my budget would already be on these things and cooler, psu, display etc; which means that getting the 500 gb ssd for example would probably mean downgrading elsewhere. What do you guys recommend?

Those people don't know what they are talking about.
A SSD for the OS is one of the biggest upgrades you can make.

Yes, get an SSD for you boot drive if you can.
I'd avoid SSHD unless you can get a low price often they have these issues: they aren't as fast as an SSD, as big as a HDD, some of them are even slower than a recent HDD, and price is usually too high.
Using, as a secondary drive, a standard HDD for storing games, media, whatever is what i'd advise.

The first option seems reasonable. Or just get the bigger SSD now, and an HDD for storage later when you can afford it.

I would strongly recommend getting an SSD, at least for your boot drive. The 120GB that you listed would do fine for Windows and a few games/programs, but it may become a little cramped. I would still go for option 1 if I had to pick between the ones you listed. If you can squeeze it in somehow, getting a 250GB SSD and a 1TB hard drive (5900 or 7200RPM) would give you more breathing room, but I wouldn't downgrade other components for it (except maybe considering i7 -> i5).
