Info HDD smart problem

I have purchased Seagate barracuda 1tb HDD. Checked harddisk smart by Victoria .
Smart data hardware ecc recovered 100
And other smart IDs value 100 or more
But when I loaded windows
After I have checked smart test then
Hardware ecc recovered 3,
Raw read error rate value from 100 to 78
I want to know this is HDD problem
Also I have changed this HDD 4 four times by Seagate but same problem again.

100 is probably the normalized value, and the important attribute to take note is pending reallocation count and reallocated sector count.
 
As long as there are no pending or reallocated sectors, the drive is likely fine. A lot of times seagates will report a positive number for many of the other values, but they don't really matter. Another value to be wary of is spin up retry count and calibration retry count.
