I want to buy an external encloser and I was looking at cheeper models. I found A size that is 2.5" encloser. Is that a Laptop Hard Drive?

Yep, and for future info here's typical sizing for external enclosures in relation to the drives they accept:
2.5"-> Laptop HDD
3.5" -> Desktop HDD
5.25" ->Optical Drives

It's the same width and thickness as a 2.5 inch laptop drive, but not as long. -but it has same connectors.

They are only 4200rpm at this point too and you really only see them in MP3 players and some ultra portable laptops.
