HD2600 Pro - Fan speed keeps changing

I built a workstation for my father recently and it's got a 2600 Pro in it. The card temp is 35 - 37C at idle and the fan on this thing keeps cranking up and down. Half the time the fan is off, the rest of the time its on a low but audible speed setting. My dad thought it was the hard drive doing it but it's definitely the gpu fan.

The only thing I can think of is that the card is running a temp right around some internal threshold that corresponds to an increase in the fan speed. Is this normal? Should I hardwire the fan to 5 or 7 volts? This computer won't ever be used for gaming. It's an Ansys modeling workstation.

Are you sure its not the CPU fan? I had cool n quiet enabled on my system and it drove me nuts with all the up and down even when web browsing. I thought it was the X1800XL I had at the time doing it, but I ended up dissabling cool n quiet and locked my CPU fan into a slower but constant speed.

Of course we are talking about and AMD CPU system :p

Yeah it's a AMD system but I'm sure it's the gpu fan. It actually stops spinning and then starts again, visually verified. As for the ATItool suggestion, I tried using ATI tray tools and the fan control part of that applet was greyed out. Apparantly fan monitoring or control wasn't detected. I'll give ATITool a try though.
