HD drive format

My HD is only showing 130 someodd gigs. I will download SP2 and see if it detects the full amount. Lets say I fix this, here is the question:

Do I switch my old drive (80G HD with windows already installed from another computer) to my primary drive, and format my new drive from there and then partition? Or, if SP2 works, and I see the full space amount, can I just format the remaining non-formatted partition? Right now one partition is 70G and the other says unknown. I'm kinda lost on this.

ps. i don't mind reinstalling the OS if there is a problem.

Slipstream SP2 into your Windows CD's files and burn a new Windows installation CD, then use that to install Windows from scratch. That's your solution if you want to get all 250GB from the get-go. Google up nLite for a slipstreaming utility.
