Well, you did misuse the term, so it's understandable that you confused her. You should have said "decoy."
A Red Herring is a plot device--so her character would have actually had to have been in the show to be a Red Herring.
Just bringing the actor on the set for no real story purpose would be using her as a decoy.

A red herring is ANY ruse meant to deceive an observer. While it is often used as a literary plot device it is by no means solely a plot device. Having the Waif and Jaqen on set is every bit as much a red herring as it would be having them in the show.
