I'm not sure I would necessarily say that, we only hear about the more perverted aspects, which certainly exist. But it makes about as much sense as judging the US by what's shown on TV. In general though, Japan is supposed to be generally very clean, low crime and polite.

I'm told that from some aspects, japanese culture tries unnaturally hard to be perfect sometimes that you end up having deviant behavior being an outlet and escape.

well from our perspective atleast. but they have a society where they can send 6yr olds to take trains and get to school alone without problems. and we have one where the religious right (aka christian taliban)spends its time repressing and straight out lying to children about sex and such and other such nonsense.
