I thought a couple of points were funny:
1) The Senator who introduced that chamber's bill, Jill Tokuda, basically said "Fuck if I know what the hell legislation my name is on but I'll do it anyway."
2) The whole thing is one person's overreaction to what she thinks is defamation. Rather than sue the alleged defamer civilly she tries to infringe upon everyone's privacy.

How is logging everyone's Internet history going to stop the (perceived) problem that the bill is for (making an allegedly libellous website)?

Sadly that might even be a good thing. The proposed laws are so idiotically bad for businesses (in addition to the obvious pricavy issues) that is virtually certain that companies will fight things like this

Yup its total crap. They cant stop you from running an encrypted connection to anywhere that does not have such ridiculous unconstitutional laws. So they cant see everything, especially those that dont want to be seen. There is and has always been one primary reason for government to spy: to gain information insiders can use to make money.

You do realize that even if some idiot pols managed to get something like that passed in Hawaii it would not necessarily stand in even in Hawaii, much less spread to the other 49 states? For what it's worth there is already a followup article on the original CNET article with the pinheaded pol that proposed it backing off and "clarifying" what she meant.
