That's what I understand. I didn't live here during the "Governor Moonbeam" years...but as Oakland Mayor and CA Atty. General, he's shown his liberal side fairly regularly.

Or, you could get a clue about history and recall Eisenhower's comments about 'Texas oilmen' for a start of their being a big oil state at least back that far, before modern 'regulations'.
