I do point out where I dropped the ball even though my boss didn't know, and I also point out things I did over and above the requirements that he didn't know about. No matter whether he agrees or not, I want him to see that I'm being truthful.
I've done very well in my career by being honest all the time. It allows me to get a lot of things done outside the system where others are forced to comply with a lot of red tape.

Nope its yours - your career is your responsibility, not the manager. We love to toy with staff making them prove they need a 2% raise, knowing that we've budgeted for large raises for the top tier and next to nothing for everybody else. The ones that are hard on themselves just make it easy to increase my bonus because I don't have to give them a raise.
Therefore coming in under target, the difference of which is paid in the form of a bonus. So do you really want a raise?
