Its probably clear more than 90% of the time.
Imagine that your driving up to a stopsign, and the people going crossways don't have a stopsign, they only spend a fraction of a second blocking your lane. This is during the daytime so sometimes you have several cars in a row etc, but still. Anyway this is just an estimate of whether or not you would get hit.
I ran a stop sign once because it was up a hill a bit and I didnt reallize there was one there (I didnt live around that area). Long story short I kinda half jumped the road, landed on the other side and slid sideways to stop from hitting the bridge. I also had to make the kid riding with me scrub the seat he was in. Later on I found out that it was a fairly busy local highway, hehe oops
