How do we have our laptop always running at lower clock CPU, preferably old AMD A series ?
Is there a S/W (driver) utuility for this, preferably on Linux ?

Auto-cpufreq for Linux systems easily allows turning on the "powersave" governor and turning turbo boost off, if that helps.
