OK, sample of 1 so hardly 'scientific', but:
I just set up a new system, pretty standard, i3570k, extreme4, 8gb kingstion hyperx blu 1600, ssd etc. I'm using an hr-02 passive waiting for some fans and seeing how it oc's with the door off; it's a define r4 case.
So.
To my surprise, and delight, I find that I get 4.4 GHz at 1.12V core voltage right off the bat, and it'sstable after 1 hour of prime95, max temp 70°C.
Given what I've read here I would have thought this was impossible.
Have intel improved their product, have I been lucky, or was I overly pessimistic?
