Well, let's be honest here a little. Back in the dot com boom, wages were unrealistically high (similar to the housing boom) where I heard stories of recent undergrads getting starting salaries in the 100,000's.
Also, a lot of software development is a little easier now with .NET, Java and recent IDE's like Visual Studio 2008.
My personal feeling is that I'm okay with hiring H-1B workers. I have very high opinions of foreign student's abilities based on my experience during graduate school. Not competing with them would be like China not allowing American basketball players to play against Yao Ming (We should only allow Chinese players to play with/against Yao Ming so only our players will improve -- we don't want to help American players -- only Chinese players).
My belief is that it might have a slight negative effect for us in the short term, but in the long term it will better for us. We will become stronger and more prosperous like we have in the past -- by being a country that welcomes immigrants.
Historically, whenever countries withdraw into a shell, it has been bad for the country.

If you don't hire H1B workers here in the US then companies will go directly to India/China, build plants and hire workers there.
Take your pick.

I became a citizen in 2002. You really think I'll spend all my life in America and retire here?
Heck no, I'll be going back home for retirement and will take every penny I've saved with me.
