What's the best way to get an interview through this person? Do I just ask her to forward my resume to HR or try to do one of those internal referral submissions through their internal job board system? She works in a different department and doesn't know anyone working in my targeted line of business.

If your person knows anyone (sensible) in HR, they're either the person you need to talk to, or they'll know who that is.
 
best way is blackmail. if you don't already have dirt on your 'friend', then get some. then threaten her. if she doesn't help, then spread that dirt around. machiavelli and ayn rand that bi*ch. welcome to the real world. haha

seriously, i would just be honest and straightforward with your friend. don't try to work it so much.
