Haswell-E MacPro?

Is there any likelihood of Apple updating their MacPro to Haswell-E CPU/X99 chipset?

Technically they would be using Haswell-EP (the multi-processor/Xeon version of HSW) rather than -E, but regardless it's a high probability. There's nothing about Apple's design that precludes them from doing Haswell-EP as long as they build new boards to account for DDR4.
