The mainstream use in the U.S. is this: when it precedes a number, it is read as "number," as in "a #2 pencil" (spoken as "a number two pencil"); when it follows a number, it is read as "pounds", as in "5# of sugar" (spoken as "five pounds of sugar"). The first form is more common; the second is becoming archaic.

No, it's to make it simpler. Universal factor of 10 is easier to remember. Even though conversions in imperial system aren't high level math, it makes sense to keep things as simple as possible, whenever possible. There is such a thing as needless complexity.

I've never in my life heard "#" referred to as "hash". I've only heard it referred to is "pound". So "pound" it is
