Yes. The seeds of it were sown around the Gulf War. This was one of the attacking points Perot used in '92 against Bush Sr.. Remember the "giant vacuum sound of jobs being sucked away" that was used by Dana Carvey in those SnL skits? It came from a line that Perot used that was similar if not the same during the debates at the time (I can't remember verbatim). The crux of NAFTA in context of that period was to make the US strong backing against the impending EU and the Asian economic powers.
