Has Nvidia neglected the 900 series on the latest drivers?

Are the 900 series cards still fully supported by Nvidia and/or has there been any reports of loss of performance for 970 owners using latest drivers?

When I run Skyrim SE with the newest drivers my GTX 970 no longer runs at 1418mhz, the clock speed fluctuates betwen 1100-1300mhz and uses a higher percentage of the GPU as a result, and also causes me microstutter when simply standing still and turning the camera the game will "hitch" every few seconds

This all goes away when I downgrade back to 358.91
