With one big rail, voltage is availible wherever, whenever you need it. Whereas dual rails give you two smaller rails. The Enermax is still a good unit. It gives you two 12V rails with 18A each. There's a lot of 520W PSU's out there that only have ONE rail with 18A on it!!!
It really depends on your hardware. If you have AGP, I wouldn't worry about it. Even if you used PCIe with an A64, Socket A or Socket 370, I wouldn't worry about it. But if you were to use dual PCIe cards and an LGA775 Pentium 4 motherboard, worry.
