Except it happened. THe movie is based on a true story in that a couple DID get left behind and nobody ever saw them again.

In order for divers to get left behind when the boat moves on, multiple safety regs would have to be violated. The head count is the most failable, but the radio transmitters required in the diving gear would lead search and rescue right to them. Dye packs are usually standard issue as well, if I'm not mistaken.
