Has anyone ever used the User State Migration Tool in Windows XP

I would like to transfer the profiles and their data from one XP computer to another. I want to keep all of the users' relevant documents stored in their local profile and in any folders on the c: drive. I have come close to success, but I keep pulling files (although small) from the Recycler, Program Files, and Windows folders. I don't want to pull anything from these folders. I've tried creating exclude rules with no success. Has anyone ever done this? Can you email/post a copy of your inf file for me?
