hardwareproblem?

Ok heres what's going on. I am really into pc gaming and have been trying out alot of computer games lately....I have a dell 4700 with:

3.0 ghz cpu
1 Gb ram
80 Gig HD
And a radeon 800xl graphics card

i bought this new titanium case for it and it have 6 fans in it to keep it cool.....But no matter what game i play it is just WAY to laggy(choppy).....now I don't think it should be that choppy with those specs....because my specs are WAY over the recommended specs...anyone have any idea why the games are going so slow? thanks alot to anyone who replies!

Any other applications running? Have you scanned for adware/spyware/viruses lately? What is the CPU temp that gets reported at full load? Fully updated display and other system drivers?

ok i am playing the games at the recommended specs(which is highest for my graphic card).....and even if i run them at low specs they still are laggy......i dont think i have any other applications running.....spyware should be good.....and viruses should all be just fine.....and my display drivers are up to date.......how do i check if there are other applications running in the background?

Hit Ctrl + Alt + Del to bring up the task manager, click the "Processes" tab, and then sort by CPU usage. If your "System Idle Process" is not nearly perpetually at 99%, consider end-tasking any processes that show up as using the CPU (other than your game, if it happens to be running when you open the task manager).

ok i did that and my system idle process is already at 99 and nothing else is using it.....should i get rid of some of the other stuff that is using up my memory?
