Hardware upgrade on WinXP, how to avoid complete reinstall?

I'll be taking a hard drive with a WinXP install on it, and popping it into a new machine (different mobo, CPU, everything). Is there any way I can avoid completely reinstalling Windows, or at least to preserve installed programs and settings?

The way I understand it, the reason I'd need a reinstall is due to the HAL. Is there perhaps a way of reinstalling only that?
 
Do a repair install. Stick in CD and boot up into it,, and do a repair installation it should clean all your issues.. gl
