Those addresses aren't wasted, they're required by your hardware. The only way to reduce that amount is to change hardware. Most BIOSes have an option to remap the physical memory that belongs to those addresses above the 4G mark so that it can be used.
I'm not sure what you mean by "wasted? anyway. You are using less than 1GB total and there's right at 3GB available. The hardware reserved amount is only 131MB.

I was surprised to see it's only 131M as well, but even so he's got a 64-bit OS so if his BIOS supports it he should be able to enable memory remapping and get it back.
