Hardware Question (building a new system)

If Iam using a kt266 MB (Soyo K7VDragon+) which supports UDMA 100 and DDR2100 ram...does it make any sense to buy a UDMA 133 drive and DDR2700 ram?

sure it does. you'll be prepared for the future and hopefully won't have to upgrade your HDD and RAM if you switch cpu or mobo

also, with the ram, if you plan to overclock, you will have more "breathing room"

Exactly; just make sure you get PC2700 RAM that's not rated at CAS 2.5 -- my RAM overclocks past 200MHz, but for God's sake, you can't even set CAS2 at PC133 spec without Windows going goofy.
