Hardest movie/show recollection thread yet

When I was a kid, I used to watch this show, but for the life of me I can't remember the name. It was about two warring sides, one of them the U.S. and the other a terrorist type organization. I think its name was actually an acronym, something like V.I.P.E.R. or S.N.A.K.E. or P.Y.T.H.O.N. Definitely something snake-like. I remember they shot lasers at extremely close range, but nobody ever seemed to die. There were ninjas too. Awesome ninjas. I believe the main "star" was this blonde guy named Joe, he was a G.I. and on the side of the 'good guys.' Major props to anyone that can figure it out.

Also a movie from when I was a kid. About a giant fucking shark that terrorized people off the Northeast coast. It had huge jaws - would just devour people in its jaws. I think the title was something like "Huge Fucking Shark Terrorizes Roy Scheider."

I read the IMDB entry for Jaws - definitely not that.

The movie I'm thinking of stars Roy Scheider as a police chief, but it had a marine biologist, not a marine scientist. They hire a grizzled boat captain and set out to stop the shark with giant jaws. Most important, the above says it happens in the town of Amity. I'm pretty sure the movie I'm thinking of happened in Detroit.
