Hard Drive Spinning

I recently purchased an aluminum external Firewire/USB2.0 hard drive enclosure for 3.5" drives and a Seagate Barracuda V 120GB hard drive. I have plugged the enclosure into my computer via Firewire and I have plugged the power cable into a power outlet. Here's my problem: when I turn on the enclosure, the drive begins spinning and continues spinning, regardless of whether or not my computer is on.

Is this normal behavior? Or should the hard drive stop spinning when my computer is off?

And another question... my hard drive enclosure does not have a fan. After running for awhile, it gets quite hot... not untouchably hot, but warmer than I had expected. Should aluminum hard drive enclosures have a fan? I have read that the Seagate Barracuda V series run hotter than average. Is this a problem?

Thanks in advance for the help. :)
