If you put a DVD or CDRW on the same channel as your Hard Drive, will it slow the HD down?

Well, if your hard drive is operating at ATA/100 and your dvd/cdrw drive is operating at ATA/33, that could be cause for some slowdowns, even though hard drives can't even take advantage of ATA/66 yet...

Personally if I were you, I'd just run Hard drives on primary IDE, and dvd/cdrw's on secondary IDE.
