Hard drive performance degradation???

When I click on something on my deskop or anywhere else it takes literally 5-10 seconds for the program, folder, etc... to come up! I just installed a new hard drive so I know thats not it...to be specific I installed two new ones and they both do the same thing! What I want to know is: If I install a new UDMA cable for my drive and I still get the problem could it be the IDE controller on my MB thats the problem?? I'm an extreme newbie so forgive me if I don't seem to make any kind of sense whatsoever.

are any of your hard drives sharing a controller with a cd-drive? The speed of transmission across a cable is limited by the maximum speed of the slowest link (your cd-rom)

I have an Asus A7M266 MB (AMD 761 chipset), 1.4 Athlon, 512Mb DDR ram (Crucial), Gainward geforce3, and a SB Live Sound card. And no I am not sharing the controller with the CDROM.
