Hard drive issues

I have a new Samsung 200gig sata hdd that is not accessible in windows. My bios recognizes it fine, and I can see it in the device manager in windows, but it will not show up in My Computer or any other commonly accessible way. Is there an application or a certain way to format the drive so I can access it?
 
You need to initialize the hdd by drilling to the following:
Control Panel->Administrative Tools->Disk Management-> and you should see your new hdd. Right click on it and make sure you initialize it as a Basic Drive. Then Partition it and Format it and you are done.
