If I'm having sudden problems of load times in games and opening files what are my next steps in troubleshooting and repairing the issue?

I would run chkdsk, a virus scan, and Spybot S&D.

If your HDD has severe performance problems, I'd recommend to just download/backup all important data and just throw it away. Once HDD is not working reliably, it won't be reliable ever again.

Don't forget to destroy the drive before tossing it by hitting it with a hammer or drilling holes in it.
