Hard drive issue or something else?

I just built a PC for a friend, see specs.

AMD64 3000+
Asus A8N-E
1 Gb ram
Seagate 7200.8 SATA 250GB HD with NCQ

I installed winXP and latest nvidia mobo drivers. When windows is booting (at the win XP logo screen) that HD makes alot of noise and takes windows unusually long to start up comprared to the IDE drive on my other PC. I thought the HD was defective, so I RMAed it and the second drive does the samething. It just doesn't sound right. Everything sounds normal once in Windows. SMART is enabled and doesnt detect any issues. I installed alot of games, and transfered large files with no problem. Is there something I am over looking or is this normal. I doubt I got 2 defective HDs in a matter of 4 days.

like someone told me, download Active S.M.A.R.T. it'll watch the drive and see if something is wrong.
