hangs at post on restart

I have a Shuttle with a AMD Athlon 64 3000+, running Window 2000 Professional. It works perfectly unless I try to restart from the Windows screen. It begins the restart process by logging off, the screen goes blank and the fan kicks into high RPM, and stays there. It freezes in the intiation of the start up, but never goes far enough to turn the display or allow me to enter the BIOS or anything else. I can manually perform a hard boot and it works fine every time.

Any suggestions? I have tried Shuttle, but they are no help.
