Handbrake problems

Hello, I used Handbrake to convert a movie and it came out well.

I converted it to a .mp4 file @ 450 megabytes and the movie looked great.

Now I'm trying to convert a episode of It's Always Sunny in Philadelphia and I can't get it to look good at all.

First I did 75 megabytes for a 22 minute episode, looked horrible, so then I did 125, still looks bad, then I did 200 and it still looks horrible!

I'm doing 2 pass encoding and just specifying the size.

Why is a full 2 hour movie the size of 450 megabytes look better then a 22 minute episode that is 200 megabytes?
 
TV Episode? You may need to detelecine and/or deinterlace depending on the source.

Also Handbrake is pretty loose with the bitrate settings. Just play around.
 
Sorry the TV episode is from a DVD.

I'll try what you suggested although it just looked more like poor quality ie. things were really blocky and just looked really poor bitrate.
