Halted Installations, strange

Recently, I've been unable to instal and programs on my computer (I use Win XP sp2). I'll go through the process, but when the actual file installation begins, it just stops. No errors or anything. I think it might be Norton, but I disabled it and still get nothing. Any advice?
 
What has changed recently? Was this problem occurring before SP2? Look in the event viewer application and system log to see any error or warning messages when you try to install software. Try to narrow down where the problem is.
