Halt command messing with my Vcore

Every since I turned on the halt command my vcore has been fluctuating from 1.66 to 1.76. Before I turned on halt, it would only jump from 1.68-1.72. Is the halt command causing this? Or is it something else? Also is this bad for my cpu?
