Halogen Toaster Ovens

So I have a conventional electric oven attached with my stove in my apartment. It takes time to preheat, and it is a large oven, which means it needs to heat a lot of unwanted space. I am considering buying a toaster oven so that I can reduce energy usage.

I came across the halogen oven at WalMart yesterday for $80. Says that it doesn't need to be preheated, and takes less energy to use. Does anyone have any experience with this? Does the lamp ever go out? If so, how easy is it to replace the bulb? Is it effective? Thanks.
